I. A brief introduction of the college and its status of running
1. History: The College of Foreign Languages dates back to 1965 when two undergraduate programs in English and
French were launched. The history of undergraduate teaching has been 46 years so far; the graduate education
began in 1979.
2. Organization:The College of Foreign Languages consists of a series of departments: English department one
(shipping English direction), English department two (translation direction), English department three(Business
English direction), Japanese department, University English Teaching Department (including university English
first, second and third teaching and research office), comprehensive English staff room, audio-visual office, public foreign language teaching room, Chinese language and Culture Center (Chinese language
group).
3. Major & Degree Program: The College of Foreign Language consists of English and Japanese two undergraduate
programs, "foreign language and literature" the first level discipline, "foreign linguistics and Applied Linguistics",
"English language and literature" and "Japanese language literature" three master's degree in second level
discipline, and "master of translation" (MTI) professional degree.
4. Academic Institutions and Testing Center: The College of Foreign Languages also offers Language and
Culture Research Institute, Translation Research Institute, Comparison between English and Chinese and the
Application Research Institute, the International Shipping (Business) English Institute, Institute of Language
Policy and Language Planning, Language and Cognition Research Institute, Chinese Teaching and Application
Ability Testing Institute; and the Ministry of Education Business English, Japanese Language Test Center.
5. Staff Allocation and the number of students: The college of Foreign Languages possesses 130 existing
staff, including 118 full-time teachers; 837 full-time undergraduate students, 264 full-time graduate students and 5 full-time graduate degree foreign students.
6. English Language Teaching: The College of Foreign Languages undertakes the public foreign language
teaching and Chinese teaching for all the undergraduate students and graduate students in this university.

From the table we can see, except the low proportion of doctoral degree in the degree structure,faculties
in the professional title structure, age structure, education related structure and overseas experience, are
reasonable on the whole; the proportion of Professor, associate professor, lecturer and assistant is basically
at around 1:3:5:1; age in the backbone 36 years old ~55 years old reached 59.33%, 35 years old and below holds
33.05%; 77.12% of the teachers are from outside the university; 81.35% teachers study abroad.
III. Analysis of the present situation of College Teachers
In the strong support of the university and the university personnel department, through continuous efforts
in recent years, the college has made some achievements in strengthening the teaching staff,professional
curriculum development and scientific research,the overall strength increased. Compared with the start of
"the 11th five-year plan", when there were 122 teachers in total, including 7 professors, 2 teachers with
doctoral degree
and 1 PhD candidate; now the college has 118 teachers, including 12 professors, 24 teachers with doctoral
degree and 8 on-the-job doctorate teachers. College basically completed the new and old professor team alternate, smooth transition;
now the professor team are made up of teachers born after the 40s, 50s, 60s and 70s. In recent five years,
the college has sent 54 teachers to USA, Britain, Canada, Australia and other countries to study.
Although the college has made a rapid development in the building of the contingent of teachers, some aspects
still need further improvement.
First of all,the degree structure of teachers needs to be further optimized. In the period of "the 11th five-year plan", the degree structure of full time teachers has bigger adjustment and optimization, but the
number of teachers in the doctoral degree is still to be improved, especially in the university English
teachers, teachers with doctoral has very low proportion. In the 118 full-time teachers,49 teachers teaching university English; including 2 doctoral degree teachers,which accounts
for only 4% of the total number of university English teachers;besides, there are 13 associate professors,
33 lecturers and 3 assistant professors. No professor at present.
Secondly, teachers' disciplines (Professional) distribution needs further adjustment. The discipline
construction teams of foreign linguistics and applied linguistics, translation of professional master's
degree and Japanese language and literature and so on need to be further strengthened and enriched,
especially in the translation studies, applied or "double teacher type" talents urgently needs to be
enriched and builded. Foreign linguistics and applied linguistics and translation of professional
master degree program exist 4 Professors, of which 2 are professors over the age of 55. Besides,teachers
with high translation practice ability is relatively lack, but more than 2/3 graduate students distribute
in the two directions. Master of Arts in Japanese language is a new program, planning a formal admission
in 2013, there exist 1 professor and 4 associate professors. The academic team need adjust.
Furthermore, the team building of the college which regards discipline (direction) as the core has just
started. The support, encouragement and evaluation system is to be established and perfected; and the
college teachers team construction also need to adapt to the new trend of foreign language disciplines and
adjustment, and in accordance with the needs of university development. Since the beginning of the end of
2006, according to the college "the 11th five-year plan" development planning, the college has established 8 subject groups taking the subject orientation,
in order to promote the building of the contingent of teachers. We take this as the foundation, established
7 academic research institute (intends to build 1 ~ 2), the basic task of Research Institute is to hold
the team together and promote the construction of teachers team in the direction of the subject project
application and construction of team cohesion,; at the same time to create them for students in the
direction of this course as the second classroom. In view of this, the college is necessary to balance,
improve and expand the Institute faculty, and to provide support for the Institute to complete its basic goal.
1.The General Idea
The team is the foundation, and the talent is the key.
The construction of teacher team in the college of "the 12th Five-Year Plan" period will focus on the existing problems of professional disciplines and development
needs for teachers team construction, which well prepared for the declaration of doctoral discipline
of English. The overall development thought of "The 12th Five-Year Plan" is "refining disciplines direction, deepening teaching reform, optimizing academic
environment, taking the" 085 "project as an opportunity, the introduce and sent as the starting
point, taking college institute construction as the platform to build good faculty. At the end
of "the 12th five-year plan", the College has a strong disciplinary strength in the country,
have great influence
in the Shanghai area colleges and universities, and further enhance the radiation effects and
status of the College of
foreign language and subject in national universities.
2.Plan for Development of Discipline and Teaching Reform
Reinforcing the teaching basis, and constantly improving the quality of teaching is the
foundation of the college, and the subject development is the important cornerstone to the
college talent pool and to do a good job in the construction of teachers, and is also the
reliable guarantee to improve the effectiveness of teaching quality. In "the 12th five-year plan" period, the discipline construction and teaching reform of the college will focus
on the following work:
1) To further strengthen the building of the contingent of teachers in foreign
linguistics and applied linguistics, master of translation and Japanese language and
literature and other disciplines, and to do a good job in the declaration of the
undergraduate courses on Business English and translation.
2) According to the characteristics and the reality of our university, deepening
the reform of university English teaching, improving teaching effects, and continuously
improving the quality of university English teaching.
3) Do a good preparations for reporting the foreign language and literature doctoral
level disciplines (the four two level of discipline direction: English language and
literature, foreign linguistics and applied linguistics, translation, Japanese language
and Literature).
3. The Overall Goal of The Building of Teacher Team
According to the overall development ideas and the plan of discipline development and
teaching reform, especially to do good preparation for the declaration of foreign languages
and literature doctoral level subjects during "the 12th five-year plan" period for the college, working out the overall goal of college "the 12th five-year plan" teacher team building are as follows:
1) On the basis of strengthening the existing disciplines and professional
development of teachers connotation construction, to further expand the contingent
of teachers. At the end of "the 12th five-year plan", the total number of full-time teachers is to reach around 135 (depending on the university and colleges
developing requirement).
2) To optimize degree structure, at the end of "the 12th five-year plan",
improving the ratio of full-time teachers with master degree and above to 99%,
including a ratio of PhD full-time teachers over 35%.
3) Appropriate to enhance the proportion of faculty, at the end of "the 12th
five-year plan", the professor ratio of the college will reach 10 ~ 12%, and the title
of senior teachers ratio will account for about 45% of the total number of teachers.
4) To further improve the work of introducing talents, the college introduces 5
or 6 teachers a year on average, which has more doctoral degree teachers with the
proportion of above 2/3 of the introduced talents. Especially according to the need
of deepening the university English teaching reform, further optimize the structure
of university English teacher team.
5) To establish and train a high-quality team of interpreters, at the end of
"the 12th five-year plan", the number of interpreters will reach 4 ~ 6, and stably
play its role
in high specification interpretation, international conferences or contact,to enhance
and improve the visibility of the university in the field of international shipping.
4. The Specific Contents of Building Teacher Team in "The 12th Five-Year Plan" Period
The above three goal of the college about the development of discipline and teaching
reform in "the 12th five-year plan" period are the main basis for the building of the
contingent of teachers in
"the 12th five-year plan" period, and they are also the important contents of building
teacher team in "the 12th five-year plan" period. the specific contents are as followed:
1) Foreign linguistics and applied linguistics and translation of professional
master degree are urgently in need of application type or "double teacher type"
talents. These two degrees do good in English and Chinese translation theory and
practice and contrast between English and Chinese and translation. The teaching
policy of the subject is: both translation theory and translation practice are
important and focus on practice, both English Chinese translation and the Chinese
English translation are important and emphasize on C-E translation, especially the teaching of translation of professional master degree,
which should mainly based on application and practice. Seeing from the traditional
graduate education and characteristics and requirement of master of professional
translation, the college need to introduce and cultivate talents in translation
direction, especially the "double teacher type" talents. Plans to introduce 1
professor in translation direction, 5~ 8 teachers with doctoral degree; 4~6
interpretation trainers. On the other, to strengthen the teachers team building
in business English major, and intends to introduce 3~5 English teachers with the knowledge of international commerce and shipping business.
2) University English teaching reform is a systematic project which involves
widely, many participants, and large the social impact. The guiding principle of
the reform is to further improve the quality of teaching, especially to improve
students' communicative ability in applying foreign languages. University English
teaching reform, besides the improvement of teaching contents, teaching methods and
teaching mechanism, further need to create opportunities and provide business
exchanges, learning and education platform for university English teachers; plans
to introduce 8~10 university teachers with doctoral degree, in order to optimize
the English
Teachers University degree structure, the college have to improve the knowledge
structure of university English teachers; at the same time, university English
teacher team should have 1 ~ 2 teachers with high title.
3) Teachers and the building of foreign language and literature doctorate
level discipline. The college reports foreign linguistics and literature doctoral
level subjects in the "Twelfth Five Year Plan" period. According to the existing
disciplines and status of teachers, proposes to set up four two-level discipline directions: English language and literature, foreign linguistics
and applied linguistics, translation and Japanese language and literature. In the
four directions, the English language and literature teachers are available, there
are 7 professors, 8 associate professors and 2 Dr. lecturers. The title,degree and
age structure are more reasonable; the foreign linguistics and applied linguistics
direction has 3 professors, 9 associate professors and 2 Dr. lecturers; the translation
direction has 1 professor, 3 associate professors and 1 Dr. lecturer; Japanese language
and literature has 1 professor, 4 associate professors, and 4 Dr. lecturers. From the
above analysis it can be seen that the number of lecturers with doctoral degree in
every teaching staff direction is low; in addition, the number of professors in the
direction of Japanese language and literature is also too small. In order to prepare
the teachers and the construction of the declaration of a doctoral level discipline,
the college plans to introduce around 10 doctoral teachers, so that every discipline
direction has 4~5 Dr. lecturers; and also plans to introduce or develop 1 professor
in the direction of Japanese language and literature.
