Institute of Language Policy and Planning

1.      Introduction

Research on language policy and language planning has a history of at least 50 years overseas. In recent 20 years, scholars have had increasing inerest in language policy. However, in China, scholars start studying this field lately despite rich social language ecology research.

Against this background, the Institute of Language Policy and Planning was founded in 2010. Prof. Zhang Zhiguo is the director. Prof. Bernard Spolsky who is a famous Israeli expert in this field of study is the honorary director.

There are seven holders in the institute: Prof. Zhang Zhiguo (Ph.D.), Prof. Cai Yongliang (Ph.D.), Lecturer Zhang Jun(Ph.D.), A.P. Zou Yu (M.A.), Lecturer Chen Le, Lecturer Lu Shao(M.A.) and Lecturer Li Guojiao(M.A.).

2.      Research

(1)   Projects

Recently, Prof. Cai Yongliang and Prof. Zhang Zhiguo have undertaken three National Social Science Projects, one project of the major projects of the Ministry of Education, two innovation projects of Shanghai Education Committee. Besides, Prof. Cai Yongliang worked in a project from the Humanities and Social Science of the Ministry of Education. Prof. Zhang Zhiguo worked in a Foreign Language Teaching Research Fund Project of the Ministry of Education. Furthermore, Prof. Cai Yongliang, Prof. Zhang Zhiguo and Chen Le altogether host five Shanghai Maritime University Fund Projects and they, together with Lecturer Lu Shao and Lecturer Li Guojiao, undertook five projects funded by other institutions.

(2)   Research Achievements

In recent years, members of the institute have published three academic books which are published by Beijing University Press, Shanghai Sanlian Press, Shanghai Foreign Language Education Press. They have finished five translation that are published by Commercial Press, Foreign Language Teaching and Research Press. What’s more, they totally published 40 papers on Foreign Language Teaching and Research, Modern Foreign Languages, Contemporary Linguistics, Foreign Language World, Applied Linguistics, Journal of Xi''an Foreign Languages University, Elementary & Secondary Schooling Abroad, Foreign Language Teaching & Research in Basic Education, The Journal of Chinese Sociolinguistics, Chinese Journal of Language Policy and Planning, Language Policy and Language Education, China Language Strategies, Language Life in Foreign Countries, Foreign Language Education, Foreign Language Testing and Teaching, Global Chinese, etc.

(3)   Honors

In 2015, the academic book A comparison Study of Language Educational Policies between China and USAwas accredited as the first prize of The 11^th Shanghai Educational Science Research Achievements Contest

In 2016, the paper A Study of Universal Languages in China’s Neighboring Countries published in Foreign Language Teaching and Research was cited by China University Academic Abstracts, 2016(4).

In 2012, Prof. Cai Yongliang was awarded the second prize in the 11^th Philosophy and Social Science Achievements Contest.

In 2011, Prof. Cai Yongliang was awarded the second prize in Shanghai Maritime University Academy Contest.

 In 2010, Prof. Zhang Zhiguo achieved the Shanghai Maritime University Luo Huangfeng Ph.D Award.

Prof. Zhang Zhiguo was accredited as the Science and Technology Model during 2009 and 2011.

Prof. Zhang Zhiguo was accredited as the Excellent Educational Staff of Shanghai Maritime University in 2011.

In 2011, Prof. Zhang Zhiguo was awarded the second prize in Shanghai Maritime University Academy Contest.

3. Academic activities

(1)In 2010, when CFL was founded for 45 years, the institute held an academic seminar.

(2)Our institute participated in the China Foreign Language Strategies Forum in 2010 which was held by the Ministry of Education, Shanghai International Studies University, Nanjing University.

(3) Our institute participated in the 8^th International City Language Seminar in 2010 which was held by the Ministry of Education, Nanjing University, University of Utrecht, the Netherlands, and Jilin University.

(4) Our institute participated in the 7^th China Sociolinguistics International Seminar in 2010 which was held by the China Sociolinguistics Association.

(5) Our institute participated in the World Foreign Language Education Policies and Planning Summit in 2010 which was held by Beijing Foreign Language University.

(6) Our institute participated in the China’s Educational Internationalization Forum in 2011 which was held by the Education Information Center of the Ministry of Education.

(7) Our institute participated in the 16^th World Congress of Applied Linguistics.

(8) Our institute participated in the 9^th International City Language Seminar in 2011.

(9) Our institute participated in the 10^th International City Language Seminar in 2012.

(11) Our institute participated in the 2^nd China’s Educational Internationalization and Informationization Forum in 2012 which was held by the China National Commission for UNESCO, Ministry of Education, and East China Normal University.

(12) Our institute participated in the Language Policies and Planning Seminar in 2012 which was held by Beijing Foreign Language University.

(13) Our institute participated in International Language Education Policies Seminar in 2013 which was held by Shanghai International Studies University and University of Wisconsin-Madison, the US.

(14) Our institute participated in the 11^th Investigation on City Language Seminar.

(15) Our institute participated in International City Language Seminar in 2014 in Inner Mongolia University.

(16) Our institute participated in the 5^th China Language Economics Forum in Yangzhou University.

(17) Our institute participated in the International Organization Language Policies Seminar which was held by the UN, New York.

(18) Our institute participated in the International Seminar of Language Policies and Planning: Multi-Disciplinary Research which was held by University of Calgary, Canada.

(19) Our institute participated in the Seminar on Popular Language Trend of Language Policy in 2016.

(20) Our institute participated in the 14^th Investigation on City Language Seminar in 2016.

(21) Our institute participated in the 3^rd China’s Language Policies and Planning Seminar in 2017 which was held by the Shanghai International Studies University.

(22) Our institute participated in the Seminar on the Hot Spot and Trend of China’s Language Policies in 2017.

(23) Our institute participated in the 15^th Investigation on City Language Seminar and 2^nd Dynamic Mandarin Seminar which was held by Macao University.
