In order to meet the development of theschool, and the need of colleges in enrollment and employment, talentrecruitment, internationalization of education, personnel training, accordingto the "Shanghai Maritime University campus network managementapproach", combined with reality, we here formulate the measures for theadministration of foreign language college website construction (for trialimplementation).

一、Responsibility subject of the websiteconstruction

（一） management team of the website construction

 Toestablish the website construction management team which is composed of collegeparty and administration leadership, relevant people  in charge from college office and studentoffice. The secretary of the party committee is the team leader and the deputedean is the vice team leader.

（二） auditor of the website information

 Auditors of the website information arecomposed of the college party and administration leadership. according todifferent position statement, the auditor is responsible for auditing the anyrelevant information and dynamic reports, to make sure the information on thewebsite is accurate, timely and effective.                                                   

（三） messengers of thewebsite

 Toestablish the website messengers, which are composed of the staff from thecollege office and international communication and corporation section,instructors from the student office, college league secretary, laborunion(women labor union ) principal. As for the requirement of the messengers,they shall gather information within the scope of relevant business management,write and edit articles and hand it to the auditors for posting.

（四） website informationtransmission and maintenance crews

 Collegewill designate special people to the information transmission and maintenanceof the website.

（五） English translators ofthe websites

 Collegeinvite teachers to translate the website information and they can form atranslating group by recruiting excellent students in order to complete aexcellent English version of the school website.

（六） administrators of thewebsite maintenance support

 Collegeinvite the staff from the information office to be in charge of the technicalmaintenance of the website.

二、the duties of the website responsibilitysubject

（一）to establish themanagement team

1、 In accordance with the school requirement, under the leadership theunit conference of the party and administration, the management team shall incharge of the construction and managing the school website, upgrade the websitefunction, serve the development of the school and the need of teachers andstudents, and play a positive role in improving the social image of the school.

2、 the management team shall supervise the website and make sure thesecurity of the website information

3、 the management team shall be in charge of the construction andmanagement of the website working team, which include website messengers,information auditors and maintenance crews, English translators and technicalmaintenance personnel.

4、 the management team is in charge of the revision of the website andthe design of the website column.

5、The management team shall list the budget of website constructionand  maintenance, the budget shall beaudited and carried out  by the unitconference of the party and ministration.

（二）information auditors’responsibilities

 Inaccordance with the requirements of the website management, the informationauditors shall audit relevant information of the website and renew theinformation timely

（三） messengers’responsibilities

1、The messengers shall collect and edit relevant information andreport news timely, and their articles shall be focused,coherent,fluent and informat.

2、 The messengers shall provide any fresh news on relevant column andmake sure the information is accurate,timely and effective. Any informationshall be handed for auditing.

（四） informationtransmission and the maintenance crews’ responsibilities.

1、 The crews are in charge of the transmission and maintenance of thewebsite and also in charge of the shooting dynamic pictures for the website.

2、 during the operating of the website, the crews shall communicate andcorporate with the website’s technical support administrator,messengers andauditors, in order to transmit and maintain the information.

3、 The crews have to make sure that the website information isaccurate, new,secure and effective.

（五）English translators’responsibilities

 Thetranslators shall be in line with the website management requirement, organizestudents to do the translating jobs and make sure the English version is timelyand accurate.

（六） technical supportadministrator’s  responsibilities

1、 the administrators shall provide the maintenance of the websiteserver,ensure the operational environment of the server, keep the stable andsmooth operation of the site and monitor the website operation, to provideinformation security guarantee for the business development of the school

2、 the administrators shall do the website system backup job, solve theproblems in advance and always be prepared.

3、 The administrators shall be engaged in the development of thewebsite data base

三、 work procedures for managing of theupload of information

（一） the publication of thedynamic news, notices and announcement

1、messengers write dynamic news report

 Themessengers shall write college activity reports and public notices andannouncement and shall send the information for auditing timely.

 Whenthe dynamic news need to be published with photos, the messengers shall contactadministrative secretary or others to take photos on the spot, the photos shallbe theme-relevant,clear and with a novel perspective.

2、 the information auditors shall audit the dynamic news report

 Theauditors shall make sure the news report, especially the reports on importantactivities of the school is objective, accurate and timely, make sure thewriting is coherent, fluent and in format.after auditing, the auditors shallforward the information to the transmission and maintenance crews.

3、 the uploading of the dynamic news report

 Theinformation transmission and maintenance crews shall in accordance withregulations, adjust the format,font and size of the character of the script andpublic it in relevant column.

（二.） the publication and updating of other information

1、According to different responsibilities,the publication and updatingof other information report besides the dynamic news report shall be theresponsibilities of leading officers of parties and administrations of thecollege. The publication and updating of the college news shall be timely, notlater than 3 days after the information is formed.

2、 Other basic information  aboutthe college shall be updating every three month by the officers of parties andadministrations.the website construction management team shall monitor theprocess.

四、 website management security system

1、 system of regular check up and evaluation of the website operation

 Themanagement team shall convene a special meeting every semester to appraise theoperation of the school website, research and propose detailed measures toimprove the website and raise the level of the website management.

2、the work evaluation system of the website’s liability subject

according to the needs and actualsituation, the school should provide explicit and timely report of the collegework concerning College Students' employment, education management andteaching, scientific research, international exchanges and cooperation, Party(trade unions, Women Committee) and other work. the school should also providerequired number of report to make sure the openness of information and set up agood social image of the school.

3、 the reward system for publishing dynamic news on the website

 Basedon the statistics collected by the information transmission and maintenancecrews, the website messengers will be rewarded 30 yuan for each article theywrite and the translators will be rewarded 60 yuan for every 1000 Chinesecharacter they translated.

4、 system for staff training and funds guarantee

 Holdtraining lessons for the staff irregularly to improve their news writingability.

 Theunit conference of the party and administration decide and ascertain thewebsite maintenance  fees and providefunds guarantee.

五、 supplementary provisions

 The measures of management will be on formaltrial implementation if permitted by the unit conference of the party andadministration of the school of foreign language; if the measures of managementis not in conformity with the provisions of the school, abide by the school regulations;website construction management team is responsible for a specificinterpretation
